To be ranked, CityU and all other programs on the list had to report participation in four key programs that offer educational benefits to people with military service, and…
- Be certified for GI Bill beneficiaries;
- Participate in the Yellow Ribbon Program, or be a public institution and charge in-state tuition for all out-of-state veterans;
- Be members of Servicemembers Opportunity Colleges (SOC) Consortium;
- Offer at least one course found in the Defense Activity for Non-Traditional Education Support (DANTES) catalog.
